Sean Downey is a Special Agent (SA) with Homeland Security Investigations (HSI) and is assigned as a federal embed with the Delaware Child Predator Task Force (DCPTF), which includes the Internet Crimes Against Children (ICAC). Further, SA Downey is a federal partner of the Delaware Juvenile Trafficking Oversight Team (JTOT). In addition to federal authority, SA Downey was authorized by the Attorney General of Delaware to have full state arrest and enforcement powers. In these capacities, and over the last 18 years of service, SA Downey has extensive experience in in conducting domestic and international investigations related to child exploitation and human trafficking, as well as other investigative disciplines. SA Downey routinely identifies and interviews victims, illuminates domestic and international suspects; and liaisons with victim services, medical personnel, the National Center for Missing and Exploited Children (NCMEC), and various victim-based NGOs.
