Jeanne Allert., MA, MS, Ph.D.

Dr. Jeanne L. Allert has spent nearly two decades building the field of survivor care for victims of sexual exploitation/trafficking. In 2007, she founded The Samaritan Women, the first long-term residential program in the Mid-Atlantic for minor and adult survivors, and spent thirteen years developing and testing a therapeutic model that combined clinical treatment, trauma-informed care, and spiritual healing.
In 2018, she founded the Institute for Survivor Care to close a gap she saw across the entire field: a shortage of evidence-based research and standardized training for the people running trafficking shelters nationwide. Today the Institute maintains the nation's most comprehensive database of trafficking shelter programs, trains and equips shelter staff across the country, and is building the first standardized professional credential for survivors entering peer support and ministry roles. Its online learning platform is now used by nearly half of U.S. trafficking shelters, along with homeless services, addiction recovery, and child welfare agencies.
Allert holds a Ph.D. in Counseling and Psychological Studies, with a focus on trauma, from Regent University. She has authored or co-authored nearly a dozen peer-reviewed studies, national field surveys, and practice guides, including a U.S. Department of Justice guide for residential service providers. She has testified before state legislatures, served on the National Advisory Council for the Conference on Crimes Against Women as its human trafficking expert, and been featured by the BBC and in two national documentaries on trafficking. She speaks frequently on survivor care, trauma-informed service design, and what it takes to build a field most organizations are still learning to navigate.
