Jacob Horner joined Nemours Children’s Health in April 2020 and serves as Vice President of External Affairs, overseeing the organization’s enterprise government relations, state policy, community engagement and community health departments. Jacob brings over 15 years of government and community relations experience in both the public & private sectors. He comes to Nemours after spending 6 years with WellCare Health Plans, where he was the organization’s principal lobbyist for the Southeast Region. Previously he served in the Executive Office of Governor Rick Scott in roles as the Governor’s Regional Representative and Cabinet Affairs Aide.

Jacob completed his undergraduate and graduate degrees from Florida State University. He currently sits on boards for the Florida Chamber Foundation, Orlando Economic Partnership, and the Pasco/Early Learning Coalition. He is an alumnus of Leadership Florida’s Connect Program, the Tampa Connection, and the FL Gubernatorial Fellowship leadership classes.

He currently resides in Mt. Dora, FL with his wife and two sons.
