Phyllis Rosenbaum joined the Legal Department of Nemours Children’s Health in May 2005 and has been responsible for medical malpractice litigation and advising on medical/legal issues. In October 2024, Phyllis was named Vice President, Deputy General Counsel for Operations. In this capacity, she serves as primary counsel on legal issues related to the medical staff, labor and employment, employee benefits, and a broad range of medical/legal issues such as informed consent, advance directives, patient privacy, bio-ethical matters, and other patient care issues. 

Prior to joining Nemours, Ms. Rosenbaum served as a Hospital Director at Temple University Hospital with responsibility for Medical Staff Affairs, Graduate Medical Education, Risk Management, and Performance Improvement. She also served as Director of Risk Management at the Children’s Hospital of Philadelphia, and Staff Attorney at Vanderbilt University.

Ms. Rosenbaum received a Bachelor’s of Arts Degree from the University of Pennsylvania and a Juris Doctor Degree from The Dickinson School of Law. She is admitted to practice law in Pennsylvania and Tennessee.
